How does Jira licensing work?
An annual license of Jira Software for Cloud is also based on tiered bands of users. However, when you opt for Jira Software (and Core) Cloud on a monthly basis you run on a per-user rate. So tiered pricing is based on the number of users. The more users you have, the cheaper the license is per user.
